Richard Evans has been employed at the Oklahoma Healthcare Authority (OHCA) for 13 years.  He has a Bachelors of Arts in Human Resource Management, and his career has primarily focused on liaison work within information technology organizations.  Prior to his service with the State, he was employed for 12 years at AT&T Technologies as a Business Systems Specialist working as far away as Monterrey, Mexico.  Since he joined OHCA, Mr. Evans has served in many roles.  He currently oversees the Eligibility Unit, which developed the systems and operates the Medicaid eligibility determination/enrollment functions for Oklahoma, provided for in the Transformation Grant.
