Donna Folkemer is Group Director of the Forum for State Health Policy Leadership at the National Conference of State Legislatures (NCSL).  The Forum supports state legislators and legislative staff on health-related topics.  Donna’s work focuses on Medicaid, health care financing, and aging and disabilities issues.  Prior to joining NCSL, Donna was Chief of Policy for the District of Columbia Medicaid Program.  Previous positions included Senior Research Associate at the Intergovernmental Health Policy Project at George Washington University and Deputy Director of the Center for State Community Care Programs at the National Association of State Units on Aging.  Earlier, at the Maryland Office on Aging, Donna served first as Director of Long Term Care and then Director of Policy and Planning.
