As director of Policy & Research in the Wisconsin Department of Health
Services, Ms. McCart is responsible for providing advice to the Secretary on a
range of high priority policy issues. She played a key role in designing the
state’s BadgerCare Plus program and continues to serve on the BadgerCare Plus
Steering Committee to expand the program to childless adults. Ms. McCart has
more than 35 years experience in health and social service programs at the
national, state, and local level. She has a Juris Doctor from Oklahoma City
University and a Master of Social Work from the University of Oklahoma.
